An unlicensed driver who crammed 105 children and eight adults into a vehicle registered to carry 26 passengers was arrested in Cape Town on Friday, traffic police said.
"The driver was cited for driving without a licence, an expired operator's disc and for the vehicle being overloaded," spokesman Mogammat Mustapha said in a statement.
The driver of the taxi-bus was also arrested as he had five outstanding warrants of arrest in his name.
Traffic officers were left "speechless" when they stopped the vehicle at the intersection of Spine Road and Mew Way in Khayelitsha on Friday afternoon. It was taking the children from a crèche in the area to Monwabisi beach.
"The City of Cape Town's social services department transported the children and adults back to the crèche. They were disappointed that they had been denied their promised outing."
The vehicle was taken to the Khayelitsha traffic department where it was released to the owner.
Schools were urged to ensure that the vehicles they used were roadworthy and that the drivers have the necessary licences, Mustapha added.
